An overview of HR for the SBO, this workshop will cover effectively interviewing and hiring employees, contract administration and interpretation, having difficult conversations with employees, and supervising and disciplining employees.

Description of Topics
1. Effectively Interviewing and Hiring Employees
When you hire an employee, you are making a long term commitment to them. This is not only a social commitment, but a financial commitment. Learn how to effectively screen applicants to ensure that you are making the best decision you possibly can for the District. This session will explore what to do and not to do during the hiring process, to maximize success in the selection process, and limiting the District’s liability and exposure to employment selection challenges. Making the best decision you can at the forefront of the employment process will save you time and money down the road!
2. Contract Administration and Interpretation
Do you ever read your Contract and wonder what a specific provision means? Do you ever wonder why the District is interpreting it a specific way? Do you ever think that the language is clear, but the practice is different than the language? If the answer is yes to any of these questions, then this session will help you understand and decipher contract language and past practice; and understand when one prevails over the other.
3. Having Difficult Conversations with Employees
Every supervisor has had difficult conversations with employees. Whether it has to do with performance, attendance, getting along with colleagues, or misconduct, we all have to have these challenging conversations at some point in our career. In light of the recent Janus decision, are your employees entitled to have Union Representation for these conversations? The answer will vary depending on the circumstances. Attendees will learn the tricks of the trade when dealing with difficult employee situations and how to have those challenging conversations.
4. Supervising and Disciplining Employees
Participants will not only learn and discuss how to effectively supervise and discipline employees through progressive discipline, just cause, and New York State Civil Service Section 75, but will learn how to use effective documentation, write counseling memos, and prepare for termination. This is a session that is a must for supervisors!
Rachel Rissetto is currently serving as the Human Resource Manager for the Hudson City School District. She graduated from Albany Law School in 2000 with a Juris Doctorate in Law with a concentration in labor and employment law. She previously served on a board of education in the capital district, and has spent over 18 years in human resources and labor relations, exclusively representing school districts in New York State. Rachel spent 14 years as the Human Resource Director and Director of Labor Relations for the Clinton Essex Warren Washington BOCES and 4 years as the Director of Labor Relations for the Capital Region BOCES. Rachel is the Executive Director of the National Association of Educational Negotiators (NAEN) and the Co-Executive Director of Management Advocates for School Labor Affairs (MASLA). Rachel is often presenting at regional, statewide, and national conferences on topics related to human resources in labor relations.
Joseph Dragone is currently serving as the Assistant Superintendent for Business and Administration in Roslyn Public Schools. He assumed this position in 2006 and has now served for more than 49 years as an educator. Prior to his role in Roslyn, he served as a teacher, director of special education, high school assistant principal, elementary school principal, administrator for planning, assistant superintendent for personnel and business and deputy superintendent. He has served as an adjunct professor at Hofstra University, LIU - CW Post, and Queens College as well as an instructor in the NYSSBA Fiscal Integrity Training Program for new school board members. He has also served as an officer of state and local professional associations including the presidency of the New York State Association of School Personnel Administrators, a member of the NYSASBO Governmental Relations Committee, officer of both the Nassau and Suffolk Chapters of ASBO, and representative to the Long Island Educational Coalition. He has been active in his community including serving as the president of the local library board and as a founding member of educational foundations in Rockville Centre, Harborfields, and Northport. He lives in Northport with his wife Liz and has four children, the oldest two of whom have their own careers in public education while a third is an assistant director in the admissions department at a local university and the fourth is a recent graduate of Boston College working as a program specialist in the Family Service League. Most significant of all, he is very proud of his first grandchild, Cameron, born on New Year’s Day in 2016!
