About NYBEST

The New York Benefits for Educators and Students Trust (NYBEST), is a not-for-profit unincorporated association of NYS public school districts formed for the purpose of supporting School Business Officials and Human Resources administrators by reducing employee benefits costs, offering quality benefit plans and providing professional benefits expertise. Each of our 145+ member school districts designate a representative to serve on the Board of Governors; NYBEST Executive Committee members are elected from this board. The committee is responsible for overseeing the operations of NYBEST and The NYBEST Agency as outlined in the NYBEST Participation Agreement and By-Laws; both of which set forth the substantive and procedural rights and responsibilities of member school districts.

The NYBEST Agency

The evolution of the NYBEST dates back to early 1997. At that time, a number of School Business Officials joined together to pursue the potential benefits of cooperatively addressing employee and student benefit plans. An eight member Steering Committee formed to advise and to act in a decision-making capacity.

The following year, the cooperative was finalized through the creation of the New York Benefits for Educators and Students Trust (NYBEST), a not-for-profit unincorporated association of public school districts formed pursuant to section 119-o of the New York General Municipal Law. Each member school district officially designates a representative to serve on the Board of Governors; NYBEST Executive Committee members are elected from this Board. The committee, comprised of up to15 members, is responsible for overseeing the operations of NYBEST and The NYBEST Agency The NYBEST Agency became an insurance brokerage licensed by the New York State Insurance Department in 2002. Through this agency, school districts have the ability to access and purchase insurance services and products, on either a group or individual basis. Additionally, districts can obtain Student Accident Insurance and health and pharmacy consulting services.

The NYBEST Agency operates on a not-for-profit basis and is wholly-owned by its participating member school districts. The agency also serves as an employee benefits consulting and resource center and sponsors educational seminars.

The NYBEST Agency is designed to provide school districts and their employees with greater control, stability, and cost effective products and services.

NYBEST also offers consulting services to ensure that school districts offer cost effective coverage compliant with collective bargaining unit agreement requirements.
