Paul Overbaugh
Director of Pupil Transportation Services, New York State Education Department
Paul Overbaugh is the Director of Pupil Transportation Services for the New York State Education Department. Before coming to SED, Paul provided school bus oversight as the New York’s Child Passenger Safety Coordinator at the Governor’s Traffic Safety Committee (GTSC). Paul is a former school bus driver, dispatcher, and transportation supervisor. He is a NYS 19A Certified Examiner and Instructor, School Bus Driver Instructor, and Master Instructor for the New York State Education Department. Paul is also a Curriculum Development Specialist and Child Passenger Safety Certified Technician and Instructor.
David Christopher
Executive Director, New York Association for Pupil Transportation
David is currently Executive Director of the New York Association for Pupil Transportation. His experience in school transportation includes serving as Transportation Director for several school districts throughout his career, the last of which was the Shenendehowa Central School District in the Capital Region. Upon leaving public school service he worked as General Manager for a private contractor operation, manager for a school bus sales distributorship and curriculum developer/consultant for the Pupil Transportation Safety Institute in Syracuse. David is a New York State Education Department School Bus Driver Instructor and a New York State Department of Motor Vehicles 19-examiner. He has presented at state and national conferences on school transportation topics. David is a graduate of SUNY Oswego.
Mr. Walsh received his B.A. in Business and Economics from the State University of New York at Oswego. He is a frequent contributor to industry and education sector publications, and has served as a presenter and lecturer at numerous seminars and conferences. Mark brings to Transportation Advisory Services extensive business management experience, including demonstrated skills as the President of a major student transportation company. His professional affiliations have resulted in an active involvement in the formation of several State and National associations. Mark has provided transportation assistance to school districts for more than 37 years, and has been a Project Leader on numerous TAS studies.
Dr. Andrew Van Alstyne
Director of Education and Research, ASBO New York
Andrew Van Alstyne is the Director of Education and Research at the Association
of School Business Officials of New York. Prior to joining NYSASBO in January 2017, Dr. Van Alstyne spent three years
as an Assistant Professor of Sociology at Southern University. He has a BA in English and Sociology from
St. Lawrence University and an MA and PhD in Sociology from the University of Michigan-Ann Arbor,
where he also developed a strong passion for college football. Dr. Van Alstyne is currently enrolled in
the School District Business Leader program at the College of Saint Rose. He spends his free time with
his wife and three daughters.
Getting There
The 2019 School Finance Symposium will be held in the Legislative Office building, which is part of the Empire State Plaza complex in downtown Albany, New York. The Empire State Plaza also houses many State agencies and commissions, as well as the Empire State Plaza Convention Center, New York State Museum and Empire Center at The Egg.
To get to the Empire State Plaza Visitor Parking Lot (V-Lot) use the following directions:
From the North: Take Interstate I-87 (Northway) to Interstate I-90 East (exit # 1E). Take Interstate I-90 East to Interstate 787 South. Take Exit #3A for the Empire State Plaza.
From the South: Take New York State Thruway (Interstate 87) to Exit 23 - straight through Toll Booth to Interstate 787, then take Exit #3 for the Empire State Plaza.
From the East: Take Interstate 90 West to Exit # B1 (I-90). Continue on I-90 to Interstate 787 South. Follow I-787 South to Exit #3A for the Empire State Plaza.
From the West: Take the New York State Thruway (Interstate 90) to Exit 24 (Albany), proceed east on Interstate 90 to Interstate 787 South. Take exit # 3A for the Empire State Plaza.

Once parked take the elevators to the Concourse Level where signs will be available to direct you to the Legislative Office Building. From there signs will guide posted to take you to room 711-A.
There is also sometimes metered parking available on the street on Washington Avenue and State Street. If parked there, just proceed to the Legislative Office Building (located on the corner of South Swan Street and State Street) and use the State Street entrance. From there take the elevators up to the 7th floor and follow signs for LOB 711-A.
