January Regents Meeting

ESSA Financial Transparency Requirement: Regents adopted emergency regulations that formalize the March 1 submission date and June 1, 2020 release. In following years, the March 1 submission deadline will remain, but the release date will be on or after April 1. The information on a district’s report card will include:

  • Contextual information

  • Per pupil expenditures by local/state and federal funds, by instruction, administration, and other categories

  • Data comparison with similar districts in region and cross state

  • Space for a link to a district’s response site

All school districts and BOCES are required to report on 2018-19 actual spending. Click here for the updated regulations.

 Last Friday, SED announced it had ended its partnership with Achieve, a non-profit it had contracted with to study state graduation standards. Instead, they are now working with West Ed. The Regents meeting included a revised timeline of the study, which is now scheduled to be completed in Winter 2022. The Regents also released a partial schedule of upcoming regional meetings.

The Regents conditionally approved of learning standards for K-12 computer science and digital fluency. In 2010, Regents adopted a statewide learning technology plan. The 2018 enacted budget required SED to create learning standards for computer science and digital literacy as part of the state’s ESSA plan. Targeting credit-based computer science courses to follow the standards in 2023-24 and full implementation in the 2024-25 school year. 

Finally, the Regents adopted rules to implement legislation (Education Law §2-d) that was adopted in 2014  that provided for student personal information and APPR data. For more detail, including a timeline, text of the regulations, and summary of public comments, click here.
