2020 State of the State

On January 8th, Governor Andrew Cuomo presented his 2020 State of the State address. Unlike prior years, this years State of the State was not presented in tandem with his Executive Budget proposal. It did however foreshadow several policies to look for in his Executive Budget.
In his State of the State policy book, Cuomo states that in the State budget he will look to require school districts to distribute state aid to the neediest schools within their district. He hopes to build upon school level transparency policies currently being implemented.
In addition to school level funding, Governor Cuomo also included the following proposals:

Expanding Pre-K and after school programs in high-need areas

Providing free AP tests for disadvantaged students

Expanding college level courses in high schools

Expanding We Teach NY to train more bilingual teachers

Investment in the Master Teachers Professional Development Program

Creating a new grant for local mental health initiatives dealing with students

Establishing a STEM in Residence Pilot program to match middle schools with local STEM companies
These policies, along with his proposal for State aid to schools will be explained in greater detail in the Executive Budget, due January 21. One thing is clear, with a looming $6 billion budget gap, every dollar won for public education will be hard fought.
